The glance::backend::file class can't be used because of duplicate resources

Bug Description

Since Yoga release, the glance::bacend::file class can't be used with the glance::api class, because of a few glance_store parameters are conflicting between these two manifests.

The problem was caused by the file store parameters added by the following change.

    Fix duplicate resources

    This change fixes the duplicate resources between glance::api and
    glance::backend::file, which were caused by the new parameters added
    to the glance::backend::multistore::file defined type in [1].
