Swift store is configured to use Keystone v2 API by default

Bug Description

Currently the auth_version parameter for swift store defaults to 2, which means Keystone v2 API is used.

However Keystone v2 API was deprecated a long ago and users always need to set the parameter to 3 to use valid Keystone API version.

We should fix the default value of that parameter to avoid putting an invalid value.
