Bug Description

The command defined by glance::params::db_sync_command is not idempotent on a Debian platform. (I did not test on a RedHat platform)

Once the database is under version control (glance-manage version_control 0), you cannot rerun this particular command without resulting in an error, preventing the database synchronization by glance-manage db_sync.
