ceph-mon does not automatically search for conf path

Hi,

not from a openstack context, but on a Ceph cluster:

On CentOS 7.2 with Ceph Jewel we were not able to create the resource "ceph::mon" successfully because the command at [1] was not able to recognise the configuration file puppet wrote for the Ceph cluster. The command at [1] mentioned that it has no configuration for at least one ceph monitor. We had to add

--conf /etc/ceph/ceph.conf

to make it work.
The version that we currently use is available at [1], just see the last two commits. Can anybody confirm this?
