puppet-ceph does not ensure services start on boot

Bug Description

Currently, puppet-ceph will start or stop services but it does not actively manage the service for system reboots. The module should be updated to support setting enable to true or false for services that should be running or stopped. Additionally we should still support a user's ability to manually control if they want the service to be started on boot.

The bug still occurs for mon & osd services.
