Make Bluebar embedded rather than floating

Bug Description
Currently the Bluebar floats at the top of the web page. It obscures the top of the page and can block access to important information.
The suggested fix is to embed the Bluebar at the top of web pages in such a way that it does not float and does not obscure the page. It will scroll off the top of the page.
