Bug Description
Allow propagators to have notes for proxies to which they are assigned (on the propagator's proxy screen).
Propagators do not see admins' proxy notes.
Admins should see propagators' notes (on the regular proxy screen), but can't edit.
Propagators share notes for a proxy. So, the existing proxy notes are only for admins. And there is an additional proxy field for propagator notes.
