Send email to Power User when Propagator changes proxy

Bug Description
Currently, a Propagator will have to manually email a Power User when he changes the PU's proxy. This is problematic for two reasons:
1) The proxy's login URL is not immediately available. (Prop will have to go to proxy list screen to get it.)
2) The Prop may not know the PU's email address.
