"Broken site" support ticket validation and escalation

Bug Description

Suggestion: Hosts (or, eventually, any user with the "support" privilege that gives them read/write access to the internal ticket system) should be able to validate, accept, reject (and comment on?) broken site reports before escalating them to an Admin. I worry that the number of such reports will soon get out-of-hand, and Admin staff will need help to deal with them efficiently.
