Determine policy regarding account-deletion (and freeing up email addresses)

Bug Description

It seems that we should allow Hosts to delete or disable accounts in such a way that the corresponding email addresses are freed up for use again? (Assuming, of course, that we are going with unique email-addresses, here.) Should users be able to disable their _own_ accounts? Delete their own accounts?

            Once email-validation is in, for example, will we need to create new email accounts each time we want to create a test account to run through the invitation-and-creation process?

Now might be a good time to work out our policy, here, since we are about to delete or disable a large number of Host accounts (as a result of the new multi-node host hotness).

Fixed with proxy association enforcement relaxation. The bug is mostly about the email address recovery, and that's what's fixed. Account deletion generally is addressed under Bug #457431.
