Bug Description
When working with the API manually it was found that
curl -is -H 'Accept: application/json' -H 'AuthToken: <redacted>' --data-binary '{"comment": "Added by charm snap-build", "labels": {"environment"
actually worked and in the targets.yaml there was an entry with an empty target set.
