update snap version to be up to date with upstream version

Bug Description
Currently, the stable channel of the prometheus haproxy exporter snap is running on version 0.7.1.

This differs from the upstream project whose stable is on version 0.10.0.

That would make the snap running a 4 year old version of the exporter.
The snap should be up to date with the upstream project.
