Changing "monitor-name" config option doesn't update Prometheus configuration

Bug Description

If the monitor-name config option is changed post-deploy, it doesn't seem to trigger an update in Prometheus configuration. The config file and UI still report the previoius value for the "monitor" label.

This happened with a deploy installing prometheus from the snap

Update: it seems even setting monitor-name at deploy time doesn't set the "monitor" label to the correctly. it's always "prometheus-monitor".

LGTM, merged.

I also found another small bug with monitor-name (if set to empty string you ended up with empty tag value). Fixed that as drive by.

cs:~prometheus-charmers/prometheus-9
