Bug Description
It is possible to get only the active MACs(i.e. the MACs which are physically connected through cable) using RIS and Redfish. The Gen10 inspection is already fixed to get only the active MACs to ironic. Gen9 needs to be fixed and return only active MACs to ironic.
Gen8 still this is not possible as RIBCL doesnt give the status of the connected MAC as OK unless OS is provisioned and up and running on the system.

Add NIC inspection for Gen9
This commit adds NIC inspection for Gen9 and just
gets the MACs which are physically connected through
a cable.
