Bug Description
Set onetime boot is failing in UEFI ISCSI Boot if we are doing second time as it is selecting hdd boot device's structured boot string, as it also has then 'iSCSI' string.

Changed '_update_ persistent_ boot' to set 'UefiTarget' boot device
also removed 'mac' from 'set_one_time_boot'
Adds modification in '_update_ persistent_ boot' to set 'UefiTarget' one_time_ boot' and 'update_ persistent_ boot' as revert of d80a9142d9cf181 618b38185d33c91 .'
