Bug Description
Need to populate the 'trusted_boot' capability only when TPM chip is present. These capabilities gets used during scheduling and needs to be set only when corresponding feature is available.

Need to populate the 'trusted_boot' capability only when TPM chip
is present. These capabilities gets used during scheduling and
needs to be set only when corresponding feature is available.
