BCFG2 should have apache's "default" virtualhost enabled

Bug Description

Currently BCFG2 does not mandate that the default virtualhost is enabled, meaning when the server spins up there's no document root and even though Apache and Varnish are the best of friends, no files can be served.

This is fixed on the command line with a quick a2ensite default and apache reload, but it should come this way out of the box I think.
