I also got this error. When i researched it on wiki gumstix, it helped me to solve the problem. If you have 10.10 and older versions you dont have qemu-arm-static version 14.x or better, but 11.04 have this. and if you try to create rootstock image for 11.04 you will get an error because of this difference. Then i tried to install image for lucid and error is gone.
