[project-neon-utils] neon-clean tries to reinstall non-existing packages

Bug Description
When we package git splitups we remove the old package from the PPA. If in that situation you try to run neon-clean while still having the old package installed the script will try to reinstall it which will fail as the package doesn't exist anymore.
