fix for spec file on RHEL

Bug Description

Building an RPM with the included spec file fails on RHEL6, for instance, due to the lack of perl-JSON-PP.
Here's a patch to conditionalize it.

FYI, I'm about to try to get it into Fedora, though that may take a
while as I need sponsorship. Obviously I'll report on anything
significant from the review.

Hi Dave - I think you were saying (*) that the cpu reporting is still incorrect even though procenv now builds on rhel/centos 5? I'd like to get to the bottom of this issue so hope to look at it next week some time.
