Please backport libnet-citadel-perl 0.20-1 (universe) from saucy to precise, quantal, raring.

Reason for the backport:
========================
There have been many changes since the v0.2 of libnet-citadel-perl that was originally in
precise and quantal: New maintainer of both the package and upstream, multiple bug fixes,
as well as additional functionality. Upgrade from v0.02 to v0.20 on precise succeeds with
no apparent issues.

Test builds for precise as well as for quantal and raring are available at the following PPA:
