Please backport tlsdate 0.0.5-2 (universe) from saucy

Reason for the backport:
========================
tlsdate is a useful alternative for NTP on locked down networks. It is
not available in the latest Ubuntu LTS, so please backport it.

Testing:
========

testing.

[x] tlsdate installs cleanly and runs

tlsdate also needs to be tested and backported to quantal to ensure a safe upgrade path.
