Bug Description

Please backport openvswitch 1.9.0-0ubuntu1 (main) from raring to precise, quantal.

Reason for the backport:
========================
Version 1.9.x is the new LTS release of openvswitch. It would be great if this were available in the Ubuntu LTS release.

Oh, I see that a comment about the problem resolved would be helpful.

Aside from running latest and greatest, this version (actually, 1.7.0 would probably be enough, but 1.9.0 is the first fixed version in an ubuntu release) fixes major performance issues.

On 1.4, we're seeing lost packets whenever host load goes high, causing production issues. This problem is gone in 1.9.0.
