pqm doesn't return 'failure' for no-op merges

Bug Description
I accidentally told pqm to
star-merge http://
(merge lp:bzr/2.0 into lp:bzr/2.0)
I got a traceback in the web interface which I mentioned in bug #568044. (Note it gave me an update showing the request was there, before I refreshed and got the traceback.)
This looks like bug #30972, though I swear that was fixed. As I'm pretty darn sure I've gotten "Failure: nothing to merge" as an error from PQM before.
This last submission, I did not get any email back. I'm guessing something failed 'out-of-band' like used to happen when you submitted a bzr-loom branch. And it failed outside of the error-handling code.
