Items after requests for other projects should be numbered correctly

Bug Description

1. Foo
2. 3 requests for other projects
3. Bar

This numbering is wrong, because "item" #2 represents three items, and item #3 is actually the 5th item in the queue.

The second problem can be fixed by using the <li value= attribute for the first item after a group, e.g. <li value="5">.

However, I think grouping items for other projects may actually be over-optimizing, so that this bug should instead be solved by splitting out the groups.

Items for other projects can be greyed out to de-emphasize them.
