No indication of expected start time for each branch in the queue

Bug Description
It's not obvious, from looking at the queue page, when each branch is expected to begin processing. Knowing this would be useful for developers who want to check, as shortly as possible before PQM gets to a branch, that the branch still merges without conflicts.
If the queue was rendered as a table, "Start time" could be a column -- showing the actual started time for the "Now playing" branch (bug 133232), and the estimated start times for the "Coming up" branches.
To calculate the expected start time for a branch, it would not be necessary to calculate how complete the current job was (though that would make the estimate a little more accurate). It would suffice to remember the average duration of the last ~3 branches submitted for the same merge target (bug 133235), and to know how long the current branch had taken so far.
