Use standard system logging mechanism(s)

The PPM should either use syslog, or the GLib logging routines instead of implementing it's own log mechanism.

This allows:

  - runtime dynamic control of what messages appear in logs
  - date / time-stamped log messages
  - usage of the default system log rotate mechanism

PPM isn't being used for Acton; since I can't reverse "Also affects project...", I'm marking these bugs as "Won't fix".
