Add debug interface to enumerate current property values

Bug Description

It's be helpful if there was someway to dump the current set of properties after the policies were "flattened" for debugging purposes.

Something like:

ppmtool -debug

cpu.performance=maxbattery
wifi.performance=powersave
display.brightness=20
.
.
.

PPM isn't being used for Acton; since I can't reverse "Also affects project...", I'm marking these bugs as "Won't fix".
