ppmtool: no deactivate option

Bug Description

The ppmtool has an option to activate a mode ( -a | --activate ), but lacks an option to "deactivate" a mode. The Gtk version of the tool also lacks such a function.

You can deactive it by this:
type "ppmtool"
choose "3"
choose a number which you want to deactivate.

Anyway, provides an option is a nice to have feature.

PPM isn't being used for Acton; since I can't reverse "Also affects project...", I'm marking these bugs as "Won't fix".
