ppm needs better development support

Bug Description

A -dev package should be created for ppm which installs header files required to build ppm plugins. Currently, the only way to develop plugins is to checkout the source from the mobln git tree, or use 'apt-get source ppm'.

Also, the public API for ppm is declared in a core header file ( /daemon/linuxppm.h ) which exposes more than just the external register_plugin function.

PPM isn't being used for Acton; since I can't reverse "Also affects project...", I'm marking these bugs as "Won't fix".
