People list should indicate whether profiles are private or public

Bug Description

When any People list is rendered, it can show the [lock] or [check] icon depending on the value of is_public.

This can be implemented on the People list, as well as Needs a Story and Needs a Photo lists.

The icon can be placed inline with the service icons as the last icon.

Clicking the icon should just load the profile page. It should not toggle the profile to public or private.

seems like if its clickable one place, and then used as an icon
elsewhere, that is a confusing function...ppl seems like it should
prefer speed where possible.

The toggle could be functional.

It could also appear before the User name, such as:

[check icon] User Name 1 [flickr icon][story icon]
[lock icon] User Name 2 [email icon]

The icon can be in the same position as the icon in the task and services
list.
