Bug Description

This is causes community nova code behaviour changed. Did a fix on this this error doesn't occurred, but after encountered another problem, (also caused by community change: https://github.com/openstack/nova/commit/9f384a41ef1668affd103e786e69287a4205b38d#diff-531ec4f67a38ebd73c4534fd928fc4e5)

Trying to find a solution for this problem.
