two nova instances exist after boot one vm

Sometime, it's two nova instances exist if boot one VM from a tenant other than the staging tenant in powervc.conf, there will be a instance synced to this default staging tenant, and also the boot vm instance user booted within.
It's not clear yet if it's the powervc driver sync code create the additional instance, it mostly like the sync code..

    Fix the issue for two instances sometimes after booting vm

    1. Add debug logs to sync code
    2. fix an issue found the new added instance scg_id is None, there will
    be an AttributeError thrown.
