packaging: do not recommend ofono

This doesn't seem like the right thing to do. Perhaps ofono should be downgraded to a Suggests?

Host OS was Trusty. I also added a PPA to my system:

ppa:ubuntu-sdk-team/ppa

As part of following docs here:

Workaround is to install with:

sudo apt-get install --no-install-recommends ubuntu-sdk

Although powerd is the real culprit, I've marked as also affecting the SDK, since that will be the primary way that users encounter this bug.

We should not be installing unity-scope-tool, it brings in unity8 and a bunch of conflicts

The unity-scope-tool was yet again removed from the dependency list of the QtC Ubuntu Plugin
