Bug Description

when turning off the phone, it is unclear whether you are successful in turning it off as there is no power off dialog.

desired design:
- when the power button is pressed to power-off the phone, a power-off dialog should be displayed with three options: power off, restart, cancel

possibly in the future will want to add another option - flight mode

This would be the "hold power for x seconds" to power off? Pressing power button turns off the screen.
How long should the hold button be pressed?

Powerd needs to send out a signal and wait for confirmation rather than handling the shut down immediately.
Unity8 or indicator-power should pick this signal up and display the dialog using a snap decision and inform powerd of the decision.

Here's the visual design - the grid overlay shows the grid units.

There will be an animation after the user selects "power off" later on once we've agreed on a design - but for now, can we just fade the whole screen to back when powering off?
