Missing feature: "Hide Descriptions"

Bug Description
The "Hide Descriptions" button under Mailman settings does not do anything but gain a blue outer glow when clicked. There is commented out JavaScript that appears to be the in-progress work for this feature.
Steps:
Log in
Select username/profile
Select Mailman settings
Click "Hide Descriptions" button

Okay, this is part of my experimentation on how to make the user settings look organized and isn't really expected to work at this stage. I'm going to make a new bug for getting this actually working and mark this as a duplicate of the new one.
