awkward tab order in compose window

Bug Description
To see the problem:
1. Open the compose window.
2. Enter an email address in the To: field.
3. Press Tab.
The focus will jump to the expander triangle on the left. This is inconvenient, because almost all of the time I'll next want to fill in the Subject. So I think Subject: should follow To: in the tab order.
