Localize use of 12 hour vs 24 hour format

Bug Description

Currently, Postler uses the 24 hour time format regardless. Postler should use 24 or 12 hour time format depending on your localization settings.

This looks like a bug in GLib. Postler uses %X which is defined as the 'preferred time represenation of the locale' and a look at GLib sources tells me it defaults to 24h and even uses 24h in en_GB.

I forgot to update this bug, we do have properly localized time format now. Also org.gnome.interface.clock in GSettings (dconf) is respected. So this should be fixed.
