Bug Description
It appears that update-status hooks are triggering a maintenance mode on this charm regularly that seems like a lot of busy work.
I see the following show up in juju status every 5 minutes or so.
postgresql/0* maintenance idle 24 10.55.192.161 5432/tcp Installing postgresql-
Running latest cs:postgresql charm on xenial

I think this is an apt layer issue and due to the use of wildcards in the extra_packages charm config.
