Bug Description
If a standby has unexpectedly failed, do not automatically rebuild it from the master. Instead, block the unit for manual repair.
In particular, if a standby server has been manually promoted to a master, the charm should not destroy the database and attempt to rebuild it from the unit the charm expects to be the master.
