Bug Description
A PostgreSQL unit should go into a blocked state if the wal_e_storage_uri config item is set, but a set of cloud credentials are not available (os_*, aws_*, wabs_* config etc.)
Without this, units deployed with missing secrets will fail some time after deployment.
