Remove project_id from the request url in tests

Bug Description

Some of our tests have project_id hardcoded in the url.
example. https://github.com/stackforge/poppy/blob/master/tests/functional/transport/pecan/controllers/test_services.py

Per our decision in the weekly meeting , we will mandate X-Project-ID in the headers
(See http://eavesdrop.openstack.org/meetings/weekly_poppy_meeting/2014/weekly_poppy_meeting.2014-10-09-19.00.log.html )
So our tests should be focussed on using the Project-ID in the headers rather than in the url.
