Bug Description
Develop a diff tool that would let the user easily compare changes proposed in bill proposal to currently valid bill.
Probably this would require two modes of operation:
1. If bill change proposal text contains "diff" in human language:
- show old version and new version side-by-side
- link chapter names in proposal to existing bill chapters
2. If bill change proposal text contains a new version of the bill:
- show one document with changed text highlighted with colours.
