Bug Description

plymouth-greeter-l10n reads language settings of the last logged in user, not system-wide language settings. It's a consequence of a workaround of Upstart environment limitations. I've asked Upstart devs about this (https://answers.launchpad.net/upstart/+question/138935) but got no answer yet.
