Constant SITE_URL inconsistent behaviour

Bug Description

If pluck is installed in the root of a domain (for example www.site.com), then SITE_URL ends with a slash (http://www.site.com/). If installed in a sub dir however, SITE_URL doesn't contain the trailing slash (for example http://www.site.com/subdir). This causes pluck (if installed in the root of a domain) to sometimes add two slashes when generating URLs. Should be fixed by checking for trailing slash and removing it.
