seo module breaks links from within sub-pages

Bug Description

If the site has sub-pages and the module is enabled, once you navigate to a sub-page the menu links are broken.
Needs an overhaul of how absolute and relative paths are handled. SITE_URL and PAGE_URL_PREFIX are the troublemaker candidates here.

Turns out SITE_URL was not used in menu link generation at all.

There is another issue related to this. The album and blog modules do not generate their links correctly when the seo module is used. They also need to use the SITE_URL constant.
