every pre/post scripts fails while upgrading packages

Bug Description

While preparing upgrade of rpm packages in vserver every package with %pre/%post or %trigger will fail with scriptlet. Even the simplest, like "/sbin/ldconfig"

Example:
Preparing... ########################################### [100%]
Repackaging...
   1:vixie-cron ########################################### [100%]
Upgrading...
error: %pre(vixie-cron-4.1-21.i686) scriptlet failed, exit status 255
error: install: %pre scriptlet failed (2), skipping vixie-cron-4.1-21

this is vserver with external pkg management.
Every part of scriptlet done by hand works fine.

kernel-2.6.25.13-1.i686
rpm-4.4.9-69.i686
util-vserver-0.30.214-5.i686

Sorry, after a YEAR I don't remeber what was wrong. On my systems it's fixed now.

most likely due to missing /root/tmp dir inside newly installed system (just caught it on chroot installation).
Fixed with FHS-2.3-26
