freeradius libssl version mismatch

Bug Description

Currently fresh th installation has corrupted freeradius compilation.

Radius cant be started because of ssl library version mismatch:

# radiusd -X

Please check freeradius-server-2.2.7-2 (or -3) from th-test, it's rebuilt with current openssl
