Controller.suspend doesn't allow subsecond suspend times

Bug Description
The string the Controller.suspend method takes for the duration cannot be shorter than one second. Therefore, it is impossible to suspend the current request for a timespan less than a second. It would be nice to be able to suspend in the millisecond range.
