No way to access some windows of an app if one window is maximized

Bug Description

There's no way to swich to some windows of an app if one of the windows is maximized and covers windows beneath it.

I suggest fixing it by bringing up the windows covered by the fullscreen one, one by one, on clicking the app icon in the dock. Currently clicking the app icon minimizes the window, which is counter-intuitive IMHO.

Use the scroll wheel over the app icon.
